The openKylin open-source operating system project targeting Shanghai Cooperation Organization (SCO) countries was released at the SCO Digital Economy Forum.
On September 15, the 2026 SCO Digital Economy Forum opened at the Xinjiang International Convention and Exhibition Center.The forum, co-hosted by the National Data Administration and the People's Government of Xinjiang Uygur Autonomous Region, aims to implement the "Declaration of the Council of Heads of State of the Shanghai Cooperation Organization on Strengthening the Development of the Digital Economy."Official representatives from relevant SCO member states,as well as about 500 experts and scholars from universities and think tanks, attended the opening ceremony.Zhang Qingwei, Vice Chairman of the Standing Committee of the National People's Congress, attended and delivered a speech at the opening ceremony.。
As an important supporting event of the forum, a special release event for the China-SCO Digital Economy Cooperation Platform was held on the afternoon of the same day. During the event, the achievement "openKylin Open Source Operating System and International Root Community" was officially released.
OpenAtom openKylin (hereinafter referred to as "openKylin") focuses on four major directions: system foundation, new computing architecture, artificial intelligence, and cross-device connectivity. It has built a full-stack technology system from the underlying architecture to upper-layer applications, and has grown into a globally leading intelligent operating systemopen sourceroot community. It has also established an open, collaborative, and mutually beneficial international innovation open-source cooperation platform. Previously, "Carrying out the openKylin Open Source Operating System Project for SCO Member States" was successfully included inthe "List of China's Action Results for Promoting the Development of the Shanghai Cooperation Organization (2025-2026)."
Currently, openKylin has established55user groups globally, with over2400community members. openKylin supports100language adaptations, and its core desktop environment, UKUI, has been included in12mainstream international Linux distributions. It is continuously entering classrooms and research institutions in SCO member states and Asian-African countries, contributing to the cultivation of digital talents and technical capacity building in various countries.
Looking ahead, the openKylin community, together with the SCO Digital and Intelligent Application Joint Laboratory, will deepen cooperation in four directions: joint technological breakthroughs, international standard development, co-building a cooperation ecosystem, and international talent cultivation. It will continue to empower digital cooperation among SCO member states, build a multilateral collaborative international open-source innovation ecosystem, and enable digital technology achievements to benefit more countries and people.
